İsviçre İşbirliği ve Kalkınma Ajansı’nın desteği ile TMMOB Çevre Mühendisleri Odası tarafından yürütülen bu proje kapsamında yerel yönetimlerin, sundukları hizmetler bazındaki temiz üretim/kirlilik önleme olanakları hakkında bilgilendirilmeleri ve kapasite oluşturmaları hedeflenmiştir. Bu çerçeçede bir el kitabı hazırlanmış ve altı ilde (İçel, Denizli, Van, Eskişehir, Diyarbakır ve Samsun) 1171 katılımcı TÜ kavramının yerel düzeyde uygulanmasına yönelik eğitilmiştir. Bu proje katılım ve içerik bazında ülkemizde bir ilki oluşturmuştur (Demirer vd., 2003). Bu proje kapsamıda ayrıca yerel yönetimler düzeyinde örnek TÜ uygulamalar gerçekleştirilmesi hedeflenmiş ve bu kapsamda Urfa Viranşehir’de bir ekilmiş sulakalan tesisi kurulmuştur.

For the last 20 years, unlike many countries which started to use pollution prevention approaches widely in many different aspects of life, this approach is almost not known in Turkey and there are very limited applications most of which is in the research level. However, it is a vital requirement to introduce and use pollution prevention approaches for a sustainable environment and development in Turkey. After determining this gap in our country, the Chamber of Environmental Engineers has developed and implemented the INTEGRATED PREVENTIVE ENVIRONMENTAL MANAGEMENT TRAINING FOR MUNICIPALITIES PROJECT with the support of the Swiss Development and Cooperation Agency, aiming to provide a framework for the municipalities to adopt preventive environmental management approaches. The primary objective of the project is to develop an environmental consciousness at all levels of municipal activities and to provide municipal employees (from management to laborers) with the necessary tools to move toward an integrated and preventive environmental program in their locality. The project aimed to:

• train the personnel of three different municipalities at all levels in basic integrated and preventive environmental management strategies by organizing workshops about preventative environmental management,
• inform the municipalities about different environmental technologies,
• establish a base for local environmental protection strategies and public participation and auditing,
• provide a framework for the development of municipal policies and actions on the environment.
