EU Support in the Field of Environment

Turkey is a candidate to join European Union (EU) since the Helsinki Summit in December 1999 and the Accession Negotiations opened on 3 October 2005.  The “Screening Process” which is the analytical examination of compliance with acquis has also begun in October 2005 under 35 titles, and negotiations on Chapter 27 are opened in December 2009.

Chapter 27 Environment is one of the most complex and costly to implement sectors within the EU with over 150 pieces of legislation continuously being updated.  The EU and Turkey have jointly agreed on a roadmap for the accession process, which consists of a plan for adoption of the acquis (acquis means EU law).

The EU is also supporting Turkey in its efforts to align itself with the EU policy, as well as to implement the EU directives with a financial assistance programme which has reached one billion Euros in this field since 2002.  The financial assistance programme, which is now called Instrument for Pre-Accession (IPA) covers technical assistance, institution building and acquis alignment as well as a municipal infrastructure programme for water and waste sectors.
